Job Purpose
Execute all the Mechanical structural works in refinery plant modification projects and execution of new capital investment projects.
Ensures that engineering support and project services are provided in an effective, professional, and efficient manner.
Responsible to prepare budget for mechanical Engineering projects.
Principal Accountabilities
1. Responsible for the engineering and design activities within the Mechanical Engineering discipline and for ensuring that safe, cost-efficient and on-time Mechanical Engineering design is developed for the project.
2. Develops design scope and ensure that all related deliverables are in compliance with the applicable codes, standards, Project and Corporate requirements and procedures.
3. Aligns the Mechanical Engineering interfaces between the project phases and direct the Contractors accordingly considering safety, start-up, cost and constructability impacts.
4. Responsible to interact with consultants, and direct Contractors with any technical queries and interpretation of scope, specifications and standards.
5. Maintain an overview of the project Mechanical Engineering capability and highlight to Lead Engineer any critical resourcing issues.
6. Responsible to prepare the budget for his discipline activities
7. Prepare the Technical bid evaluation and provide necessary guidance to Engineers in selecting the installation Contractors.
8. Complete the assigned projects within the given budget and schedule
9. Ensure that the selection of suitable equipment & materials, field devices, and other Mechanical Engineering specific systems are as per design, evaluate options and select best techno-economic solutions for project facilities.
10. Provide technical guidance during FEED, detailed engineering, procurement, fabrication, testing, installation, commissioning/start-up stages of the project and monitor the implementation of QA/QC processes, in order to achieve deliverables and facilities that meet project requirements.
11. Ensure that design integrity is maintained throughout fabrication through correct handling of site queries and proper application of QA/QC processes.
12. Conduct Safety audit and Design Reviews in coordination with Lead Engineer, other lead discipline Engineers.
13. Follow the international guidelines for equipment minimum spacing requirements, considering Hazardous area classifications for the development of equipment layouts.
14. Supervise the discipline designers and CAD drafting personnel for the preparation of design, construction and as-built drawings; updating of drawings and master documents in the EDMS.
15. Provides technical and economic feasibility studies and justifications for investment proposals for projects covered under safety, investment, energy conservation, environment/pollution control and government-mandated projects
16. Liaise with Trakhees and other neighboring companies for NOCs and safe execution of the project outside the refinery premises.
17. Prepare the equipment specification, data sheets and Material requisition and issuing RFQ’s to the approved vendors.
18. Responsible for Vendor Pre-qualification, Technical review of bids, selection of vendors and material order; Material follow up and inspection
19. Keeps updated with refinery safety and EHS procedures and participates in the EHS management program as directed. Ensure that the construction contractors comply with EHS KPI targets as set on an annual basis.
Minimum Requirements
• Possess Mechanical Engineering Degree from a recognized university.
• 12+ years of experience in a refinery/petrochemical environment, covering Mechanical design, procurement and general engineering.
• Strong analytical skills, good mechanical orientation and planning and scheduling skills.
• Knowledge of international codes and practices is essential.
