Over 59,000 URLs have been processed by PTA for blocking in Pakistan so far.

According to official statistics, the Pakistan Telecommunication Authority (PTA) has processed 59,253 URLs linked to sectarian or hate speech to date for blocking (based on complaints as well as proactive search when necessary).

The most URLs, 40,548, were processed against Facebook, where 35,376 of them were banned. Twitter came in second with 10,873 and 5,764 blocked URLs.

The Authority is authorised to remove or block access to information through any information system under section 37 (1) of the PECA Prevention of Electronic Crimes Act 2016 (“PECA”) if it deems it necessary for the glory of Islam, the integrity, security, or defence of Pakistan or any portion thereof, public order, decency, or morality, or to prevent contempt of court or the commission of or incitement to an offence.

The Removal and Blocking of Unlawful Online Content (Procedure, Oversight, and Safeguard), Rules, 2021 (“Rules”) have been authorised by the Federal Government in accordance with PECA Section 37(2). The same was published in the newspaper on October 13, 2021.
The aforementioned regulations set forth safeguards, procedures, and methods for the Authority’s PECA-granted authority to block or remove access to unlawful online content via any information system.
