Eight BS-21 officers are among the many tax officials whose performance allowance (special pay package) will be withdrawn by the Federal Board of Revenue (FBR) if they fail to submit their Declaration of Assets & Liabilities by April 30, 2023.

The FBR has published a list of tax authorities who have disobeyed its repeated requests for them to file their Declaration of Assets.

By FBR’s Circulars No. 1 of 2022 and No. 2 of 2022, all officers of FBR (Hqrs.) and its field formations (Customs, Land Revenue, and ex-Cadre) were instructed to complete/submit their Declaration of Assets to the ERM Section, FBR (Hqrs.), by September 5, 2022.

According to the records, a few police have still not turned in the required paperwork. Many officers have still not turned in their Declaration of Assets & Liabilities despite the Establishment Division issuing clear instructions, according to Secretary Revenue Division/Chairman FBR, who has taken the situation seriously.

It is important to note that FBR’s Circular No. 01/2015, which contains Guidelines for Performance Allowance, has the following language at Paragraph 7 under the heading “De-notification of Performance Allowance”: –

“VII) Non-filing of Annual Declaration of Assets and Liabilities: The employees, who fail to file their annual Declaration of Assets and Liabilities on the due date each year, shall be de-notified for Performance Allowance for a period of three months or filing of Declaration of Assets and Liabilities for the year, whichever is applicable.

Therefore, it is announced that all such officers’ Performance Allowances will be discontinued/de-notified on April 30, 2023, without further notice, and that non-compliance will also be regarded as “Misconduct” under the rules if they fail to submit their pending Declaration of Assets & Liabilities until the year ending on June 30, 2022.

In order to comply with the aforementioned instructions, all officers of FBR (Hqrs.) and its field formations (Customs/Inland Revenue/ex-Cadre) are required to submit their Declaration of Assets to the ERM Section, FBR (Hqrs.), Islamabad, no later than June 30, 2023. If they fail to do so, administrative action will be taken immediately, according to FBR.
